JCL Building & Development was built from a shared belief that the spaces people live in matter deeply.
As a husband-and-wife team and Army veterans, we’ve built our lives around discipline, resilience, service, and trust — values that continue to shape the way we approach both our work and our relationships.

Together, we created JCL with a vision of building more than projects — we wanted to build a company centered on thoughtful execution, meaningful relationships, and work that genuinely serves people and communities.

Chianne Francis - Co-founder

Chianne Francis

Before co-founding JCL Building & Development, Chianne spent years as an HR executive leading teams, navigating complex challenges, and building people-focused organizational cultures grounded in accountability, communication, and trust.

Her background in leadership and operations continues to shape the company’s approach to client relationships, team collaboration, and the overall experience behind every project. Chianne believes thoughtful communication and genuine relationships are just as important as the work itself — creating a foundation of trust that carries through every phase of the building process.

Lydell Francis

Lydell’s background combines military leadership, project management experience, and deep construction roots that trace back to his early years working in the industry in New York.


After serving in the United States Army, earning his Masters in Public Administration, and later working as a Program Manager for Vanderbilt University, he returned to the construction field with a vision of building something lasting — a company rooted in discipline, craftsmanship, and meaningful work.

His experience continues to shape JCL’s focus on thoughtful execution, operational excellence, and building spaces designed to serve families and communities for years to come.
